Julian Ku 教授毕业于美国耶鲁大学，目前任教于美国霍夫斯特拉大学(Hofstra University)，教授国际法，宪法，国际贸易，商业组织法等课程，他是负责学院的发展工作的副院长，同时，也是 Opinio Juris国际法网站的创办人之一。近年来，他在耶鲁法律评论、宪法评论和美国联邦最高法院评论等著名期刊上发表学术论文二十余篇，在各地做过近40场学术讲座。在2002年加入霍夫斯特拉大学之前，他任教于弗吉尼亚大学法学院，并曾任职于美国第五巡回上诉法院和纽约州Debevoise & Plimpton律师事务所。此外，他曾是威廉与玛丽学院客座教授。Ku教授对于中国文化有着深厚的兴趣。在他读博士期间，曾在英国富尔德律师事务所北京分所、香港分所实习。

 

自2001年9月以来，美国发起了全球范围的反恐战争。这种武装冲突不同于伊拉克战争，也不限于阿富汗战争。在反恐战争的过程中，美国在古巴的关塔那摩湾以及阿富汗的拘留营，关押了很多囚犯。美国也在很多国家，比如也门、巴基斯坦发动了导弹和特种部队袭击，而且，也曾向军事委员会控告过一些战犯的战争罪。本讲座将讨论美国这些反恐政策所引发的国际法和美国法上的法律问题。

 

 Since September 2001, the United States has been engaged in a “global war on terrorism.”  As matter of both United States and international law, this armed conflict is distinct from the war in Iraq and it is also not limited to the war in Afghanistan. In this course of this conflict, the United States has detained numerous individuals at detention centers at Guantanamo Bay in Cuba and in Afghanistan. It has conducted wide-ranging missile and special-forces attacks in countries like Yemen and Pakistan.  It has also charged individuals with war crimes in both military commissions and in civilian courts.  This lecture will discuss the legal issues raised under U.S. and international law by these various U.S. policies.
